THE TAX MAN COMETH . . . . .update for 2009

  As of this posting in late March there are ten properties in Memorial Thicket which have not yet received their preliminary appraisals.  These are indicated in red on the table.

In the first half of the year, Harris County Appraisal District puts an appraised value on our homes.  These values will determine our property taxes.   The values that HCAD places on our homes are based on recent sales prices for what they consider comparable properties.

Preliminary appraisals for all properties are normally completed in May and are publicly available from the HCAD website at www.hcad.org or at their office at  13013 Northwest Freeway  (713) 957-7800.  If the appraised value has changed from the previous year,  HCAD will mail a  written notice to the homeowner.

Unless the property has been improved or square footage increased, the Appraisal District is not permitted to  increase the appraisal by more than 10% from the previous year.  If no changes have been made to the residence and HCAD  estimates that the market value has increased by more than 10% over the previous year, they will list both an “appraised value” and a “market value” in the notice mailed to the homeowner.  

ALL HOMES ARE NOT CREATED EQUAL

For appraisal purposes,  Harris County Appraisal District treats Memorial Thicket as four separate “neighborhoods”:    

          2835   = homes in the Katy  portion of Memorial Thicket built before 1989 "Old Katy pre 1989"
          28351 = homes in the Katy  portion of Memorial Thicket built on or after 1989 "New Katy since 1989"
          79576 = homes in the HISD portion of Memorial Thicket built before 1989 "Old HISD pre 1989"
          79487 = homes in the HISD portion of Memorial Thicket built on or after 1989 "New HISD since 1989"

HCAD uses sales prices of homes that have sold during the previous year in each “neighborhood” as the basis for property valuation.

HCAD disregards sales prices of homes which have sold at foreclosure, which have been substantially improved since the previous appraisal or which have been used as rental property prior to sale.

According to the residential transaction reports at HCAD's information center and information received from the multiple listing service, the following are the property sales which took place in Memorial Thicket during 2008.
